The Communist Party of Spain (Partido Comunista de Espaa or PCE) is the third largest national political party of Spain. It is the largest member organization of the coalition Izquierda Unida (IU, United Left) and has influence in the largest union of Spain, Workers' Commissions (CC.OO.).

The youth organization of PCE is Unin de Juventudes Comunistas de Espaa (Young Communist League of Spain). PCE publishes Mundo Obrero (Workers World) monthly.Contents [hide]

Initial establishment

The first communist party in Spain, Partido Comunista Espaol (Spanish Communist Party) had been formed out of the Federacin de Juventudes Socialistas (Federation of Socialist Youth, youth wing of the PSOE). P.C. Espaol was established on April 15, 1920. It started to publish El Comunista.Communist Party of Spain

Partido Comunista Obrero Espaol (Spanish Communist Workers' Party) was founded on April 13, 1921 by the terceristas, who had been trying to persuade the PSOE to join the Third International. When the PSOE congress decided to join the Vienna International instead of the Third International, the terceristas broke away and formed PCOE.

The Partido Comunista de Espaa was founded on November 14, 1921 through an act of merger of Partido Comunista Espaol and Partido Comunista Obrero Espaol. The unified PCE became a member of the Third International. The first congress of PCE is held in Sevilla in March 1922. In its early days, PCE suffered severely from the repression of the dictatorship of general Miguel Primo de Rivera (1923–1930).

After some inner party fighting, pro-Moscow direction emerged as victorious and began to determine the party line. The Catalan-Balearic Communist Federation (FCCB) broke away from the party in 1930. FCCB came associated with the International Right Opposition, and would later provide the backbone for the Workers and Peasants Bloc (BOC).

Thus, the PCE was in a very debilitated state when the Second Spanish Republic was proclaimed in 1931. On December 3, 1933 the first PCE parliamentarian, Cayetano Bolvar Escribano, was elected. Bolvar was jailed at the time of elections and left imprisonment to occupy his post in the parliament.

Popular Front and Civil War

PCE was a small party during the initial years of the Republic, until it began to grow due to the victory of the Popular Front (of which the Communists had been a constituent part) in February 1936 and the beginning of the Spanish Civil War in July of that year. The PCE, directed by Jos Daz and Dolores Ibrruri (known popularly as La Pasionaria), worked consistently for the victory of the Republican forces and the Popular Front government, but was wary of left-adventurist trends which disrupted the Republican unity.[opinion needs balancing] The communists have also been seen as one of major factors behind the 1937 May events in Barcelona, when anarchists' and POUM were violently suppressed with many imprisoned.

The PCE thus helped the republican government to remove dissident elements, which could have discredited it with the massive anarchic atrocities (directed against the clericals and aristocrats). Being a well-knit and highly disciplined organization, PCE could in spite of its numerical weakness play an important part in the war. In the first five months of the war, PCE grew from 30,000 members to 100,000. It also founded a Spanish branch of the International Red Aid, which assisted the Republican cause considerably.

In 1936, due to the special political situation in Catalonia, Partit Comunista de Catalunya (the Catalan branch of PCE) was separated from the party to fuse with other socialists to form Partit Socialista Unificat de Catalunya. Since then PCE does not have an organization in Catalonia, but relies on a regional referent party. This set-up has been imitated by many of the communist splinter groups in Spain.

Resistance and Reorientation

After the Republican defeat in April 1939, the PCE was persecuted by the dictatorship of general Francisco Franco (1939–1975), although maintained the best organization of the opposition inside Spain. During the initial years of the Franco regime, PCE organized guerrilla struggles in some parts of the country.

From the signing of Molotov-Ribbentrop Pact to German assault on the USSR on June 22, 1941, Spanish communists pursued neutralist policies with regards to Germany's aggression against Poland and France, regarding the war as imperialist and unjust. This position was changed immediately after Germany invaded the USSR.

A large part of the party membership was forced into exile. Some PCE members went to the Soviet Union and fought as volunteers for the Red Army during the Second World War, such as General Enrique Lister. There were still others, though, who fell victim to Stalin's permanent purges. A large section of PCE members were based in France, were a major party organization was set up. During the later half of the Franco years, PCE changed its strategy and started organizing Workers' Commissions (CC.OO.) within the official trade union apparatus. CC.OO. and PCE gained strength and became the backbone of the opposition forces in the country.

Dolores Ibrruri, "La Pasionaria", a dedicated follower of consequent Comintern policies, replaced Jose Diaz as General Secretary in 1942, and held the position until 1960. Santiago Carrillo was General Secretary from 1960 to 1982. Carrillo put the party on a eurocommunist course, distancing it from its Leninist origins. Carrillo accepted concessions to the bourgeoisie, accepting the restoration of a liberal democracy and constitutional monarchy. This was regarded by many as a treason, for these concessions were made to the exploitators. The party was legalized after the January 1977 Atocha Massacre, on April 9, 1977 as one of the last steps in the transition to democracy in Spain. Only weeks after the legalization, PCE had over 200 000 card-holding members.

Transition to Democracy

But the concessions made by Carrillo (labelled 'revisionist' by his orthodox communist opponents) and the social democratization of the party under his leadership provoked dissent amongst party ranks. Several party militants left the party. Enrique Lister broke away in 1973 and formed Partido Comunista Obrero Espaol. Other more radical left-wing groups that broke away were Partido Comunista de los Trabajadores (formed by the Left Opposition of PCE in 1977) and PCE (VIII-IX Congresos) (formed in 1971).

In the first elections after the transition in 1977, PCE obtained 10% of the votes and they got a similar result in 1979. In 1982, PCE suffered an electoral defeat. The electoral defeat and broad dissent amongst the party membership against Carrillo's social democratic path led to the removal of Carrillo from the party leadership. In 1985 Carrillo was expelled from the party.

In 1986, during the anti-NATO struggle, PCE and other leftist groups formed Izquierda Unida (IU). At the moment, the PCE has about 30,000 militants. From 1982 to 1988, the General Secretary was Gerardo Iglesias. Between 1988 and 1998, its General Secretary was Julio Anguita and since 1998 the post is held by Francisco Frutos, a member of the Cortes.

Currently, Communist Party of Spain holds ties with Communist Party of China, Communist Party of Cuba and Workers' Party of Korea.[citation needed]

Notably PSUC, the Catalan referent of PCE, did not reverse its eurocommunist course as PCE had done in 1982. Gradually PSUC and PCE grew apart. Finally PSUC decided to dissolve itself into Iniciativa per Catalunya, and cease to function as a communist party. This provoked a 45% minority to break-away and form PSUC viu (Living PSUC). Since 1998 PSUC viu (EUiA) is the referent of PCE in Catalonia.

Primeira Linha (First Line in Galician Portuguese) is a communist organization which is part of the Galician Movement of National Liberation, which seeks, "to overcome the concrete national and social oppression imposed by capitalism on Galicia, in order to contribute to the world-wide construction of a communist society."[1]

Foundation and first stage inside the Galician Nationalist Block

Primeira Linha was formed in Galicia, in 1996, with the objective of organizing the independentist and communist groups which were within the Galician Nationalist Block. Primeira Linha remained a part of the Galician Nationalist Block, but was in constant conflict with the current controlling power, the Galician People's Union.

During this time, Primeira Linha was working with other militant organizations, such as ANA-ANOC and CAF, among others. In 1998, Primeira Linha held its first congress. Given the contradictions and conflicts resulting from the political work within the Galician Nationalist Block, Primeira Linha members resolved to leave the Nationalist Block in 1999, after the majority decision was made at their second congress.

In its quarterly publication, Abrente, Primeira Lina explained that, "An unbreathable climate of harassment was obstructing our political work, it was forcing us to use vast energies and resources in mere defense."[2]

Independentist Reorganization out of the Galician Nationalist Block

The second congress also set forth a policy of unity and collaboration with other independentist organizations outside the Galician Nationalist Block. They allied with the AMI and the FPG, with the goal of forming an organic whole.

They called this conglomeration the National Unit Commission of the Independentist Left, a dynamic unit which broke apart in 2000 because of differing expectations from each organization. That same year, Primeira Linha participated in the creation of "Popular Regional Meetings", which formed the precedent for the Processo Espiral, which lead to the creation, in 2001, of NS-Unidade Popular.

Primeira Linha has been doing political work in the heart of Ns-Unidade Popular since 2001, and has also participated in youth organizations, independent student organizations, and feminist, cultural and trade unions.

Model of Socialism

In 2002, Primeira Linha held its third congress, in which the members defined the organization's theoretical model of socialism, and worked out, "the essential composition and working direction of the movement for Galicia's national liberation", rejecting the traditional inter-class formula used by earlier nationalist organizations. Primeira Linha also affirmd that, "the morphology of classes in Galicia is more similar to that of advanced capitalist societies than of the so-called Third World]].[3]

Publications and Supporting Activities

Giving priority to their work within larger entities and other sectors of the Galician national left, Primeira Linha maintains several publications supporting its own initiatives. Since 1996, Primeira Linha has published its quarterly newspaper, Abrente, which already exceedes fifty editions. In its editorial stamp, Abrente Editora, numerous titles were published, as well some Marxist classics previously unpublished in Galicia, and other works of Galician authors.

Primeira Linha has also been organizing the annual Galician Independentist Conference for the last ten years.

Национальный суд Испании вынес приговор бывшему лидеру баскской сепаратистской группировки ETA Франсиско Хавьера Гарсию Гастелу (Francisco Javier Garcia Gaztelu) по кличке Чапоте (Txapote). Как сообщает Europa Press, он был осужден на 105 лет тюремного заключения за убийство местного политика.
Преступление, за которое приговорили Чапоте, было совершено 22 февраля 2000 года. Тогда в своей машине при взрыве погиб пресс-секретарь Социалистической партии Страны басков (местное отделение Испанской социалистической рабочей партии) в региональном парламенте Фернандо Буэса (Fernando Buesa). Вместе с ним скончался его телохранитель.

По версии следствия, приказ убить Буэсу отдал Чапоте. Этому предшествовало расторжение в декабре 1999 года перемирия, заключенного между ETA и властями страны годом ранее. Ранее бывшему лидеру баскских сепаратистов уже выносили приговоры. В 2007 году он был осужден на 50 лет тюрьмы за причастность к убийству чиновника из баскского города Эрмуа (Ermua) Мигеля Анхеля Бланко (Miguel Angel Blanco). После похищения он был убит боевиками в ответ на отказ властей выполнить их требования.

Еще раньше, в 2002 году, после ареста во Франции, Чапоте был приговорен местным судом к десяти годам лишения свободы за членство в запрещенной организации. В 2005 году его выдали Испании.

Приговор Хавьеру Гарсии Гастелу стал первым решением суда в отношении представителей ETA с момента объявления организацией о полном отказе от вооруженной борьбы. Соответствующее заявление было сделано 20 октября 2011 года.

ETA (Euzkadi ta azkatasuna - "Родина и свобода" по-баскски) ведет борьбу с 1959 года. Основным требованием организации является предоставление баскам независимости.

Посреди объятой пламенем кризиса Испании в одной из ее провинций, Андалузии, процветает деревня Маринелада, мэр которой – Хуан Мануэль Санчес Гордильо (на фото) – превратил ее в коммунистическую коммуну. В деревне нет безработицы, чистые улицы, построен новый спорт-центр, десятки бассейнов и отсутствует ипотека.

Коммунизм в деревне начался еще в 80-х годах прошлого века аккурат по всем лекалам основоположников этой идеологии – после упорной классовой борьбы. Тогда местные жители и батраки взбунтовались против аристократов, владевшими землями вокруг деревни, и заняли их усадьбы. Классовые бои затем переместились в суд – крестьяне требовали поделить земли феодалов. В конечном итоге правительство Андалузии приняло решение передать 1250 гектаров сельскохозяйственных земель общине, которая оформилась в кооператив.

- Все важные решения у нас принимаются на общем собрании участников общины, – говорит Гордильо. Община платит за работы в поле людям по 47 евро за 6 часов труда. Остальная выручка от реализации продукции поступает в общий бюджет коммуны, который затем распределяется на социальные нужды, обустройство деревни и социальную помощь. Благодаря этому в деревне с населением в 3000 человек разбит внушительный парк, созданы зеленые зоны, построен современный спортивный центр, отремонтированы школы (которые содержит также община), построены сотни жилых домов. Продукты питания в местных магазинах можно приобрести по сниженным ценам.

- Каждый член нашей общины знает, куда тратятся деньги, вся отчетность полностью открыта для них, – продолжает Хуан Гордильо. По его словам, коммуне удалось избавиться от проклятья современного капиталистического мира – ипотечной кабалы. Всего община уже построила самостоятельно более 350 жилых домов. Член общины, живущий в таком доме, платит за него кооперативу всего около 15 евро в месяц. Срок платежа при этом распределен на 70 лет – то есть, стоимость дома определена в 12 600 евро.

- В принципе, для жизни в нашей деревне деньги играют второстепенную роль, – считает мэр Маринелады. Кстати, Гордильо – единственный чиновник в общине, которого она полностью содержит. При этом у него нет ни персональной, ни личной автомашины. Чтобы выехать из общины, он пользуется общественным транспортом – автобусом и железной дорогой. Иногда его кто-нибудь подбрасывает.

- А в чем проблема? Собрал чемодан и поехал, – удивляется Гордильо. Он каждый день на работе и каждый день встречается и принимает жителей общины. Гордильо – коммунист, и призывает членов общины активно голосовать за представителей компартии на выборах в региональный парламент.

Правда, несмотря на мэра-коммуниста, в Маринеладе существует и оппозиция. Ее возглавляет Иполито Айресе, сторонник Социалистической партии и член совета общины, который со своими коллегами штабом выбрал местный бар. Главный его упрек в адрес Гордильо заключается в том, что мэр Маринелады – лжец.

- Когда Гордильо говорит, что у нас нет безработицы, то он беззастенчиво врет. Представляете, у нас около 10% безработных! – возмущается Айресе. Правда, источники этих цифр он не раскрывает. Еще один пункт для критики – это получение коммуной субсидий за выращивание сельскохозяйственной продукции от государства. По его мнению, это форма подавления трудового крестьянства.

- В Испании феодализм как был, так и остался, несмотря на социалистическое правительство, – парирует Гордильо. – Самый богатый латифундист нашей страны – герцогиня Альба, например, не гнушается получать такие субсидии от государства, а потом оставляет гнить урожай на полях! Мы зато все собираем и реализуем.

Гордильо намекает на тот факт, что до сих пор в Андалузии и других провинциях Испании большая часть сельскохозяйственных земель принадлежит феодалам, которые и являются получателями всевозможных субсидий как от правительства региона и страны, так и от Европейского союза. При этом классовая борьба испанского пролетариата за свои права не прекращается: батраки и крестьяне продолжают бунтовать против латифундистов. Так, 4 марта полиции и национальной гвардии пришлось выбивать бунтовщиков из захваченного ими поместья аристократов в провинции Кордоба, а 26 апреля там же полиция разогнала импровизированный лагерь протестантов.

Умер бывший глава компартии Испании Сантьяго Каррильо



В Мадриде в возрасте 97 лет скончался бывший генсек Коммунистической партии Испании Сантьяго Каррильо (Santiago Carrillo). Об этом сообщает Agence France-Presse со ссылкой на заявление компартии.

Каррильо родился в 1915 году в рабочей семье. В 1930-е годы после посещения Москвы он стал одним из организаторов объединения молодежных союзов социалистов и коммунистов в организацию Объединенная социалистическая молодежь.

В 1936 году, после начала гражданской войны, Каррильо вступил в Коммунистическую партию Испании. Во время битвы за Мадрид 7 ноября 1936 года он был избран руководителем комитета общественного порядка Совета обороны Мадрида.

Каррильо возглавлял Коммунистическую партию с 1960 по 1982 год. Он считался одним из последних остававшихся в живых ветеранов Гражданской войны в Испании.
